OASIS+ Awards, SBA Certifications, and More!

As we continue to navigate the dynamic fields of marketing communications and government contracting, we are eager to share some significant updates and opportunities that are shaping our industry.

OASIS+ Award Decisions:

Earlier this week, GSA announced the first OASIS+ award decisions for small business awardees across seven domains. While marketing communications wasn’t specifically defined in this award, keep an eye out for the Marketing & Public Relations domain expected in FY2025. This domain closely aligns with the Management & Advisory (M&A) domain, which saw applications from many marketing communications firms. Of the 829 awardees, nearly 20 marketing communications firms were represented. Congratulations to:

  • Bixal Solutions

  • Chatham Communications

  • Cincinnatus

  • Corner Alliance

  • Dynamic Integrated Services

  • Duty First Consulting

  • Fedwriters

  • Ignited

  • LMD Agency

  • Luminary Labs

  • Red Carrot

  • Ripple Effect Communications

  • Tactis

  • The Bizzell Group

  • Vistra Communications

  • Yes&

SBA Mentor Protege Joint Ventures:

About 10% of the total awardees on OASIS+ were SBA Mentor Protege Joint Ventures, demonstrating the power of combining capabilities, resources, and past performance of two companies. We continue to see more companies utilize the SBA Mentor Protege Program, including two of the marketing companies listed above.

Potential SBA Changes:

There’s a potential change in the SBA Mentor Protege Joint Venture program. SBA is considering eliminating the ability of an SBA-approved mentor and its protégé to bid on multiple award contracts as a joint venture. While they would still be able to apply for and win single award small business contracts, they wouldn't be able to bid on multiple award contracts. We’re tracking this closely and will keep you updated.

SBA Certification Portal:

The SBA is upgrading their certification portal and has paused accepting applications for certifications from today (August 1) through early September. If you need to renew a current certification during this time, please seek guidance from the respective certification program.

Upcoming Insights - State Government:

In the coming weeks, we’ll be sharing federal insights with marketing communications firms pursuing (or interested in pursuing) state government contracts. If you’re interested in receiving these notes, let me know, and we’ll be sure to include you in our emails.
